The Export Import Bank of the US (Exim) didn't miss a beat in the transition to a new Presidential administration, announcing interim leadership and confirming the Bank's 2025 Annual Conference will be held April 29 & 30 in Washington.
Immediately following the President's inauguration, the first three senior members of the bank's “Beachhead Team” – David Slade, José Cunningham, and Bryce McFerran – were sworn as Senior Counselor and Senior Advisors, respectively. Board Member and former Alabama Congressman Spencer Bachus III, was named Interim President and Chair of the EXIM Board of Directors.
Mr. Bachus was nominated by President Biden for a second Exim board term to expire in 2027. Mr. Slade had served as General Counsel of the bank during the first Trump Adminstration. Mr. Cunningham had served in the Trump Commerce Department and in marketing for several prominent law firms. Mr. McFerran has experience in commodity trading and is a raised funds for the President's campaign.
The President and Chair, First Vice President and Vice Chair, and another Director position are currently vacant, along with the US Trade Representative and Secretary of Commerce, who serve ex-officio.
The China Competition Committee (C3), an advisory committee to the Export-Import Bank of the United States (EXIM), convened this week to discuss U.S. competitiveness in the face of China’s growing industrial influence. The meeting brought together EXIM’s China Competition advisory committee members, EXIM leadership, and EXIM’s China and Transformational Exports Program (CTEP) to explore ways to strengthen U.S. businesses and address challenges posed by China’s economic strategies.

The CTEP team, joined by EY-Parthenon, provided an overview of efforts to address national security threats from China’s export-led industrial policies, which have enabled Chinese companies to dominate critical global sectors.
EXIM’s Supply Chain Resiliency Initiative
A key highlight of the session was the introduction of EXIM’s newly approved Supply Chain Resiliency Initiative (SCRI) facility, financing foreign mines providing offtake to U.S. businesses.
