United States Trade Representative Jamieson Greer announced that the United States has formally requested that Mexico review alleged violations of labor rights at Tubos de Acero de Mexico, S.A. (TAMSA), a steel pipe manufacturer in Veracruz.
TAMSA is owned and controlled by Tenaris S.A., a Luxembourg-based global steel-pipe manufacturer. Tenaris S.A. is majority-controlled by Techint, the Argentine-Italian conglomerate founded by Agostino Rocca.
The U.S. has also suspended tariff liquidation on goods from the facility pending the outcome.
The request follows a petition submitted on May 14, 2025, under the USMCA’s Rapid Response Labor Mechanism (RRM) by Sindicato Nacional de la Industria de la Transformación del Acero, Metalúrgica Siderúrgica y Metal Mecánica (SINAIN), alleging that TAMSA has engaged in anti-union discrimination and employer interference to deny workers’ rights to freedom of association and collective bargaining.
After a 30-day review, the Interagency Labor Committee for Monitoring and Enforcement (ILC) found sufficient credible evidence to support invoking RRM enforcement procedures. Mexico now has 10 days to accept the request and 45 days to complete its review, if agreed.
