USTR Report on Russia's WTO Commitments

The Office of the United States Trade Representative (USTR) today released its 2024 Report on the Implementation and Enforcement of Russia’s World Trade Organization (WTO) Commitments.
 
This report was prepared pursuant to section 201 of the Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012 (P.L. 112-208).
 
In 2024, U.S.-Russia trade relations continued to be governed in large part by the imposition of severe sanctions by the United States and its partners and allies in response to Russia’s full-scale invasion of Ukraine, which the United States continues to condemn as unjustifiable and unprovoked.    
 

"In short, 2024 saw a continuation in Russia’s disregard for its WTO commitments. Russia continues to erect walls, or tariffs and non-tariff measures, around its economy to isolate itself foregoing the benefits of liberal trade," the report states.

"Since Russia’s full-scale invasion of Ukraine beginning in February of 2022, Russia has poisoned the traditionally collegial and cooperative atmosphere of the WTO, repeatedly focusing its interventions at the WTO on blaming others for the human suffering in Ukraine and beyond Ukraine’s borders, mocking Ukraine’s delegation in WTO meetings, and claiming that the impact of the war, including on the food security of poor countries across the world, was not relevant to the WTO," the report continues

As a consequence of Russia’s full-scale invasion of Ukraine in early 2022, the United States has ceased virtually all engagement with Russia on trade and investment issues, either bilaterally or at the WTO. 

USTR will continue to consult with domestic stakeholders, monitor Russia’s actions, and, as appropriate, endeavor to encourage Russia to meet its WTO commitments.

This report was prepared pursuant to section 201 of the Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012 (P.L. 112-208), which requires the U.S. Trade Representative to submit a report to the Committee on Finance of the U.S. Senate and the Committee on Ways and Means of the U.S. House of Representatives describing the commitments that Russia made upon entering the World Trade Organization on August 12, 2012, and assessing the extent to which Russia has implemented those commitments after 11 years of WTO membership.
