Antiboycott Update

The Bureau of Industry and Security (BIS) has published an updated Antiboycott Requester List, identifying foreign companies that have issued boycott-related requests in contravention of U.S. regulations. The update adds 30 new parties and removes 18 entities that certified they no longer include boycott-related terms in transactions involving U.S. persons.

The BIS list supports enforcement of U.S. antiboycott laws, which discourage and, in specified circumstances, prohibit participation in unsanctioned foreign boycotts—primarily the Arab League boycott of Israel. The antiboycott provisions are codified in Part 760 of the Export Administration Regulations (EAR, 15 C.F.R. Parts 730-774).

“We will not tolerate boycotts of Israel in this Administration,” said Under Secretary for Industry and Security Jeffrey I. Kessler.

Since the list’s introduction in March 2024, over 65 entities, primarily from jurisdictions supporting the Arab League boycott, have ceased inclusion of boycott-related terms in commercial documentation involving U.S. persons.

Of note, many recent reports come from customers outside the Arab world, including Japan, Brazil, Hong Kong, and the United Kingdom.   The greatest number of non-arab boycott requests originated in Bangladesh, Malaysia and Pakistan. 

The Antiboycott Requester List assists U.S. businesses and individuals in meeting their reporting obligations and identifying potential boycott-related language in transaction documents. U.S. persons are advised to review commercial documents carefully and assess whether a reporting requirement exists. The reporting form is available on the BIS Office of Antiboycott Compliance (OAC) webpage.

As of the latest update, BIS has listed over 180 entities on its Antiboycott Requester List. These entities are located across more than 20 countries, primarily in the Middle East and South Asia, including Bangladesh, Malaysia, Saudi Arabia, Pakistan, Kuwait, and the United Arab Emirates.

The listings span from March 2024 through March 2025, identifying organizations that have issued or are suspected of issuing boycott-related requests contrary to U.S. antiboycott regulations, with particular focus on the Arab League boycott of Israel.
