CBP Melt & Pour Reporting Changes

US Customs and Border Protection (CBP) is proposing to revise CBP Form 7501, Entry Summary, by adding new required data fields for certain Harmonized Tariff Schedule (HTS) classifications of steel and aluminum imports.

For steel imports, importers will be required to report the country where the steel used in the manufacture of the product was melted and poured. For aluminum imports, importers will be required to report the countries where the largest and second largest volume of primary aluminum used in the manufacture of the imported aluminum product was smelted, and the country where the aluminum used in the imported aluminum product was most recently cast.

These changes align the Form 7501 reporting requirements with the Commerce Department’s existing reporting requirements for steel melt and pour and aluminum smelt and cast countries for steel and aluminum import license applications.

The new data fields are required to enforce the tariff rate quotas for imported steel and aluminum established by Presidential Proclamations under Section 232 of the Trade Expansion Act of 1962. The data will also help the government monitor and regulate the importation of steel and aluminum products into the US and ensure compliance with relevant laws and regulations.

Importers and their agents who are subject to these reporting requirements must ensure that they are prepared to provide the required information on the revised Form 7501. The proposed changes are subject to a public comment period, after which they may be finalized and implemented.

CBP Form 7501 is used to identify merchandise entering the commerce of the United States and document the amount of duty and/or tax paid.
