AD/CVD: File Folders Injure US Industry

The International Trade Commission determined Oct. 31 that a US industry is materially injured by reason of imports of paper file folders from China, India, and Vietnam that the Commerce Department has determined are sold in the United States at less than fair value and subsidized by the government of India.

As a result of the Commission’s affirmative determinations, Commerce will issue antidumping duty orders on imports of this product from China, India, and Vietnam and a countervailing duty order on imports of this product from India.

Commerce found dumping rates of 192.70 percent for China, 17.22 percent to 86.01 percent for India and 97.52 percent to 233.93 for Vietnam.

Commerce also found subsidy rates of 3.78 percent to 90.98 percent for India.

Separately, Commerce announced its preliminary determinations yesterday in the countervailing duty investigations of paper shopping bags from China and India.

Commerce found subsidy rates of 12.43 percent to 144.03 percent for imports from China and 2.37 percent to 5 percent for India.

Commerce is slated to make its final determination around March 11, 2024.
