More Hizballah Sanctions

Treasury’s Office of Foreign Assets Control (OFAC) has sanctioned seven senior officials and one entity linked to Al-Qard Al-Hassan (AQAH), a Hizballah-controlled financial institution designated by OFAC in 2007.

The Juky 3rd action targets AQAH executives who facilitated U.S. sanctions evasion, enabling Hizballah’s access to Lebanon’s formal financial system. Among those designated are Nehme Ahmad Jamil, Issa Hussein Kassir, Samer Hasan Fawaz, Imad Mohamad Bezz, Ali Mohamad Karnib, Ali Ahmad Krisht, and Mohammed Suleiman Badir. All were found to have acted on behalf of AQAH through mirrored transactions and covert financial operations that concealed Hizballah’s interests.

OFAC also designated Tashilat SARL, a company co-owned by Jamil and previously sanctioned individuals Ahmad Mohamad Yazbeck and Husayn al-Shami, for providing financial services to Hizballah-affiliated institutions.

“Treasury remains committed to dismantling Hizballah’s financial infrastructure,” said Deputy Secretary Michael Faulkender. “These individuals exposed Lebanon’s financial institutions to serious risk while funneling funds to Hizballah.”

The sanctions, issued under Executive Order 13224 (as amended), aim to further isolate Hizballah’s financial networks and support efforts to stabilize Lebanon’s economy. Hizballah has been designated as a Specially Designated Global Terrorist since 2001.

In addition, the State Department’s Rewards for Justice (RFJ) program is offering a reward of up to $10 million for information leading to the disruption of Hizballah financial mechanisms.
