Treasury’s Office of Foreign Assets Control (OFAC) has sanctioned the Foxtrot Network, a Sweden-based transnational criminal organization (TCO), along with its fugitive leader, Rawa Majid. The network, involved in drug trafficking and violent crimes across Europe, orchestrated an attack on the Israeli Embassy in Stockholm in January 2024 on behalf of Iran.

“The Iranian regime’s use of criminal organizations highlights its willingness to achieve its objectives by any means, disregarding the harm inflicted on communities,” said Secretary of the Treasury Scott Bessent. He reaffirmed the U.S. commitment to working with international partners to counter Iran’s destabilizing activities.

The Foxtrot Network, one of Sweden’s most notorious criminal organizations, engages in shootings, contract killings, and narcotics trafficking. It has also collaborated with Iran’s Ministry of Intelligence and Security (MOIS), previously sanctioned by the U.S. Majid, its leader, faces multiple Swedish charges related to firearms and drug trafficking.

OFAC’s sanctions, implemented under Executive Order (E.O.) 13581 as amended, aim to disrupt Iran’s use of criminal proxies to carry out external operations, including attacks against Israeli and Jewish targets in Europe.
