McCaul Declares Fentanyl a WMD

House Foreign Affairs Committee Chairman Michael McCaul has introduced a legislation, known as the Project Precursor Act (H.R.3205), to address the fentanyl epidemic through an international forum for arms control.

 “This bill would help address America’s fentanyl epidemic by seeking to add fentanyl to the Chemical Weapons Convention, working with the Mexican government to disrupt the fentanyl supply chains, countering Chinese fentanyl operations in Mexico, and taking significant steps to strengthen global law enforcement cooperation and U.S. sanctions against synthetic drug trafficking,” said Mr. McCaul.

The Chemical Weapons Convention, formally known as the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, is an international treaty administered by the Organisation for the Prohibition of Chemical Weapons (OPCW). The treaty aims to eliminate the development, production, stockpiling, and use of chemical weapons globally. The OPCW, based in The Hague, The Netherlands, serves as the governing body responsible for ensuring compliance with the convention and promoting disarmament efforts.
