USTR: China Tariff Exclusions Stand

The US Trade Representative’s Office announced it is extending 352 reinstated exclusions and 77 Covid-related exclusions to the Section 301 tariffs on Chinese products while it continues its four-year review of the tariffs.

The tariff exclusions are being extended until December 31. They were previously set to expire September 30.

The Administration is unlikely to make any changes to the tariffs until USTR’s review is completed, Commerce Secretary Gina Raimondo said in an interview on CNBC.

The tariffs were imposed by the Trump Administration. “We didn't put those tariffs in place,” she said. “We don't think they make a whole of sense in many cases. I think the Trump tariffs could have been much more strategic and that's why we are doing this four-year review.”

The review will determine if the tariffs are effective, Ms. Raimondo commented.

USTR is required by law to review the tariffs every four years. This is the first review of the Section 301 tariffs.

USTR has not indicated when the review will be completed.

While saying the previous Administration could have been more strategic about imposing the tariffs, Ms. Raimondo said the Biden Administration needs to level the playing field with China because of Beijing’s massive industrial subsidies.
